Minor Hill Spring 2001 Project
Two Options Developed by Arlington County Staff Neighborhood Conservation Program
Project Scope

Option 1. Minor Hill Use Plan: The County will retain a consultant (selected through a competitive bidding process) to investigate short and long-term uses (active and/or passive) for the Minor Hill / Emily Sharp Park property. The plan will include:

  • Site inventory and analysis (cataloging existing site features and preparing a preliminary list of opportunities and constraints)
  • Listing of neighborhood/County priorities and objectives
  • Use plan which provides three alternative scenarios, containing recommendations for project components that can be funded under a variety of programs.

The work of the consultant will be guided by County staff and will be subject to at least three neighborhood meetings to evaluate progress and receive feedback.

  • The cost of this Plan is estimated at $40,000.
  • Time frame: After County Board approval in September 2001, 24 months

Option 2. Minor Hill Use Plan and Beautification Measures: In addition to the preparation of a Use Plan described above, County staff will work with the Civic Association to create a schematic drawing illustrating short-term measures which would improve the appearance and usability of the Minor Hill / Emily Sharp Park property. This package of small improvements (estimated in cost at under $100,000) would include:

  • Park benches
  • Picnic tables
  • Plantings
  • Trail landscaping

These measures will be limited to items which can be installed regardless of pending Use Plan results.

  • Time frame: After County Board approval in September 2001, 18 months for the Beautification measures and 24 months for the Use Plan.
