Williamsburg Civic Association:
Proposed Priorities for May 2002-May 2003

Make Williamsburg a more pedestrian-friendly community.

  • Monitor County implementation of Powhatan Street Neighborhood Traffic Calming Project.
  • Assist/support/advise community residents on all other existing and future requests to Neighborhood Traffic Calming Committee.
  • Work closely with County during implementation of Little Falls 1 and 2 pedestrian safety/median project.
  • Move forward to achieve NCAC and County Board approval and funding of the Williamsburg Boulevard pedestrian safety/median project.
  • Explore the possibility of submitting pedestrian safety/median project to NCAC for remaining portions of Williamsburg Boulevard (from the Circle to North Kensington St.).
  • Explore the possibility of submitting pedestian safety/median project to NCAC for Sycamore Street from the Circle to 26th street.
  • Lobby County to establish and fund program to provide traffic calming for arterial streets.
  • Lobby County to increase funding for Neighborhood Traffic Calming Program.
  • Support traffic calming in neighboring civic associations by partnering with them on joint projects and encouraging them to request traffic calming for adjacent streets (such as Yorktown Boulevard) where traffic speeds impact on our neighborhood.

Improve neighborhood parkland, expand open spaces, and improve the tree canopy.

  • · Minor Hill/Sharp Park:
    • Complete Minor Hill Use Plan, solicit and incorporate membership proposals, gain membership approval, and present it to NCAC, the Planning Commission, and the County Board as an amendment to the Williamsburg Neighborhood Conservation Plan.
    • Begin the process of securing funding for the Minor Hill Use Plan through Neighborhood Conservation, Parks Department, Small Parks Grants, Public Works, and the Capital Improvement funds.
  • Begin lobbying County to purchase property for a new park in the Williamsburg neighborhood.
  • Continue support for tree canopy expansion through median projects on Little Falls, Williamsburg, and Sycamore (see above).
  • Explore the possibility of submitting Birch Payne property for a Small Parks Grant.
  • Explore the possibility of using a Small Parks Grant to create a landscaped pedestrian path in the right-of-way between Kensington Street and 27th Street.
  • Explore the possibility of using a Small Parks Grant to create a landscaped pedestrian path in the right-of-way between Lexington Street and John Marshall Drive.
  • Explore the possibility of using a Small Parks Grant to enhance the triangle formed by the intersection of Little Falls Road and Yorktown.


Improve communication with the neighborhood, community, and County.

  • Continue to hold monthly meetings and ad hoc committee meetings to keep the neighborhood informed and solicit suggestions and approval for community projects.
  • Continue to publish monthly newsletters, supported primarily by advertisement and distributed by a combination of the US mail and volunteer door-to-door distributors.
  • Expand the Williamsburg web site and incorporate more visuals.
  • Regularly post community information in the Information Kiosk.
  • Lobby local businesses to provide an enclosed bulletin board for the Williamsburg Civic Association in the nearby shopping centers.
  • Explore possibility of the installation of an additional outdoor information kiosk.
  • Procure an outdoor sign to publicize monthly meetings.

Increase community involvement in neighborhood projects and enhance a sense of community.

  • Participate in the 14 June 2002 Flag Day Dedication Ceremony for the Williamsburg Circle Flag Project.
  • Continue the pre-meeting coffee half-hour.
  • Continue to maintain active WCA representation at the Nottingham School Building Level Planning Committee, the Arlington Civic Federation, and the Neighborhood Conservation Advisory Committee.
  • Organize a fall community clean up day.
  • Begin planning for a community directory (both hard copy and online).
  • Participate in Neighborhood Day in May 2003.
  • Expand membership and actively recruit new neighbors by providing them with membership packets.
  • Seek more publicity for the Civic Association through local newspapers.
  • Explore the possibility of partnering with other local organizations on community projects.
  • Continue to provide organizational support to citizen requests on such matters as zoning problems and noise ordinance violations.
